Laurence Tubiana, ECF CEO and key architect of the landmark Paris Agreement, when referring to political outcomes, Citizens' Assemblies and climate policy stated firmly, "It has to be empowering people to propose a solution of the transformation that we need, we can not impose that from the top down, we can not have the Goverments deciding for the citizens, because it is too big a change"

ECF (European Climate Foundation) was founded in 2008 as an international non-profit organisation whose aims are to promote climate and energy policies that it says would reduce Europe's greenhouse gas emissions and to help Europe play a stronger international leadership role in mitigating climate change.
