The Blue Water Navy Vietnam Veterans Act of 2019 just went into effect on January 1, 2020. While it's true that loan limits have been removed, for the most part, there are three main exemptions to the lifting of VA loan limits. These include lender overlays, veterans with partial entitlement, and potential updates that may be pending from the VA.
