Finesse fishing the approaching storm

There are times when your best power fishing technique won't get any bites, then next step is to down size. Went after work to practice using finesse baits, but the conditions of high gusty winds and rough water from an approaching storm had me doubting, but though the water is rough on the surface, it's calmer below the surface.
