Scott Morrison is blaming a 'communication breakdown' for the New South Wales fire chief not being told that thousands of extra troops were being deployed to help in the fires. The Prime Minister says he told state premiers he was calling-in the Army Reserve, but word didn't reach those running the fire-fighting operations.
